I have an old fashioned hollyhock plant that is 4 years old that gets eaten by bugs.?

The leaves and the buds. It happens every year and I have tried spraying it with insecticide several times but it still eats everything. I never can actually see the bugs though. It does flower but alot of the buds are destroyed. What are they and what can I do to permanently get rid of them before they start budding. The leaves are already full of holes.

Slug and snail bait.
Reply:What a shame, those bad bugs.
Reply:Try a systemic insecticide. This should remain in the plant for a little and any bug that eats it will die.
